Child Safety Policy

Our standards against child sexual abuse and exploitation, and the machinery behind them — age enforcement, detection, reporting and escalation.

Effective 1 September 2026. Version 1.0.
Vicin is an adults-only service. 18 and over, without exception. No account may be held by a minor. No content that sexualises a minor is permitted in any form, including child sexual abuse material (CSAM), grooming, or solicitation. Violations are removed on discovery, the account is banned permanently, and serious cases are preserved and referred to law enforcement and the appropriate national hotline.

This Policy states the standards Hangzhou Weiyu Technology Co., Ltd. applies across Vicin against child sexual abuse and exploitation (CSAE). It is written to meet the child safety requirements of the Google Play Developer Program and Apple's App Review Guidelines, and to satisfy the law of the markets Vicin operates in.

What we commit to

These are not aspirations. They are the operating commitments of the Trust & Safety function:

  • Enforce an 18+ minimum age at registration, and re-check accounts whose signals suggest otherwise.
  • Hold zero tolerance for CSAM, grooming and every other form of child exploitation — no warnings, no second chances.
  • Run industry-standard detection over all user-uploaded media, combining perceptual hash matching with on-platform classifiers.
  • Give reports that involve a suspected minor or CSAM the highest priority in the review queue, ahead of everything else.
  • Cooperate fully with law enforcement, with NCMEC in the United States, with the Internet Watch Foundation, and with equivalent bodies elsewhere.
  • Publish a transparency report at least once a year covering the child-safety actions we have taken.
  • Maintain a named point of contact for child safety matters, reachable at the address in section 09.

What is prohibited

Everything below is banned outright on Vicin. A confirmed breach means immediate, permanent removal of the account and, where the law requires it, referral to the authorities.

  • Child sexual abuse material of any kind — photographic, filmed, drawn, animated, AI-generated, or otherwise synthesised.
  • Sexualised depictions of any person who is, or plausibly appears to be, under 18.
  • Grooming: building trust with a minor with the intent of meeting, exploiting or abusing them.
  • Soliciting nude, sexual or suggestive content from a minor.
  • Publishing a minor's contact details, or steering a conversation with a suspected minor off the platform.
  • Threatening, intimidating, sextorting or harassing a minor.
  • Promoting, defending, or attempting to normalise any of the above.
  • Trafficking, prostitution, or paid sexual encounters — involving anyone, at any age.
  • Creating an account while under 18, or creating one on a minor's behalf.

Keeping minors out

Age enforcement is layered, because any single check can be beaten:

  • Date of birth collected at registration. Anyone under 18 is refused, and the attempt is recorded so the same device cannot simply retry with a different date.
  • Live selfie verification before a profile can enter anyone's deck — it confirms a real, present person matching the uploaded photos.
  • Age-estimation models over profile photos. A profile reading materially younger than its stated age is pulled for human review before it goes live.
  • Behavioural risk scoring from language, activity patterns and device characteristics. A high score routes the account to a moderator before it can message anybody.
  • Re-verification whenever an account is reported or starts behaving unusually.

Detection and review

Every image and video uploaded to Vicin is scanned before it is published:

  • Hash matching against known-bad hash sets maintained by NCMEC, the Internet Watch Foundation and Microsoft PhotoDNA.
  • Visual classifiers for nudity, sexual content and apparent age.
  • Text classifiers across profile prompts and chat, tuned for grooming language, age-related solicitation and off-platform escalation patterns.
  • Human review of anything flagged, within 24 hours. Trust & Safety covers multiple regions and operates around the clock.

Where CSAM is confirmed, the material is preserved for the responsible authority exactly as the law requires and then purged from our systems. The account is permanently banned, its device blocked, and the case referred to NCMEC's CyberTipline for US users, the Internet Watch Foundation for UK and EU users, or the relevant national hotline elsewhere.

How to report

Every profile, photo and conversation in Vicin carries a report control. Reports naming a suspected minor or CSAM jump the queue and are reviewed within 6 hours.

  • In the app: open the profile → ⋯ → Report → choose "Underage user" or "Sexual content involving a minor".
  • By email: backend@weiyukeji.shop, with Child Safety in the subject line so it routes straight through.

Reports can be made whether or not you have a Vicin account, and you do not need to identify yourself. If you believe a child is in immediate danger, call your local emergency number first — then tell us.

Consequences

A confirmed violation of this Policy leads to all of the following:

  • Permanent ban of the account, effective immediately, with no appeal.
  • Device and network blocks to stop the same person re-registering.
  • Removal of everything the account posted anywhere on the Service.
  • Preservation of evidence and referral to law enforcement and the relevant national hotline.
  • Civil action against the offender where that is appropriate and available.

We honour valid legal process from law enforcement — preservation requests, warrants and subpoenas — in line with applicable law.

Transparency

Vicin publishes an annual Child Safety Transparency Report covering at minimum:

  • Accounts removed for suspected age violations.
  • Reports submitted to NCMEC and equivalent agencies.
  • Median time to first action on a child-safety report.
  • Changes made to detection technology over the year.

The first edition publishes at the close of the first full year of operation and will be linked from this page.
